The Pollution Liability Insurance Agency (PLIA) provides an effective and efficient government funding model that helps owners and operators meet financial responsibility and environmental cleanup requirements for underground storage tanks. PLIA’s Heating Oil Pollution Liability Insurance Program provides pollution liability coverage to owners who heat their homes or businesses with heating oil.
PLIA’s website suffered from old age and outdated technology. It was difficult to update without going into code, and it wasn’t mobile-friendly. Worse, users couldn’t find what they needed. Forms were all PDFs that had to be downloaded, and there was no easy way to contact PLIA if users had questions.
AndiSites designed a new website for PLIA based on ease of use and clarity of content. Paper forms were converted to online fillable forms, with entries routed to the appropriate parties at PLIA and auto-responses sent to form submitters. Long forms allow users to save their entries and return to the form later for completion and submission. Since several forms required legally-binding signatures, eSignature capability was incorporated that lets form submitters digitally sign their documents, with copies sent to PLIA and submitter to satisfy record retention requirements.
Users are finding what they need easily through color-coded content areas and human-centered “How Do I…” navigation. Often-asked questions have their own place front-and-center on the home page so that site visitors can have their problems addressed quickly. Information is streamlined, well-organized, and easy to navigate on desktop, tablets, and phones. And most importantly, users no longer have to download, fill in, and mail or scan forms. PLIA is able to track submissions and gather required signatures easily using the new websites.
AndiSites was engaged for ongoing support and maintenance, watching over the PLIA website and making sure that its core software and plugins are regularly updated, its database is optimized, and it continues to run well. We have also worked with PLIA on hosting issues, including a transition from their old hosting provider to AndiSites’ recommended hosting provider, SiteGround.
